Your Town Hall Staff

	David M. Rief, Town Manager As Town Manager, David oversees the day to day operations of the Town. He has a diversified background, with an emphasis on real estate, construction, and land use/zoning.  David has lived in Carteret County for about 20 years and has served the Town since 2019. 	Jayne Beyer, Town Clerk Jayne first came to Town of Cedar Point in 2015 after serving as Deputy Clerk for Town of Oriental. Her job description includes taking and maintaining the Minutes from the Board of Commissioners, Board of Adjustment and Planning Board, and any and all other items that may be penciled in. 	Alisha Dahart, CZO, Code Enforcement Officer Alisha joined the Town in early July, 2022.  She began her career with the Town as an Administrative Assistant. After mastering that role, and expressing an interest in land use related matters, she transitioned into the Town's zoning and permit officer. Still eager to learn more, Alisha has now taken over floodplain permitting and nuisance/code enforcement activities for the Town.  Email Alisha at adahart@cedarpointnc.org
	Brian Medlock, Public Works Director Brian joined the team in June of 2022. He is responsible for overseeing the maintenance of Town streets and Town properties. This includes about 65 acres of land in addition to miles of right-of-way, roads, and sidewalks. 	Ken Howell: Public Works Maintenance Technician
	Kurt Rasenberger: Public Works Maintenance Technician Kurt began working with the Town in October 2024, bringing previous experience in landscaping and outdoor maintenance. Born and raised in Swansboro, he enjoys spending his free time supporting local bands at various venues throughout the area. His passion for music frequently puts a guitar in his hands as he experiments with sound equipment to craft his ideal sound.
	John Austin: Public Works Maintenance Technician John – known as Yogi – joined Public Works in June 2025. Some of his experience includes landscaping and equipment operation. Originally from Michigan, he moved to North Carolina to leave behind the fierce winters for a chance to spend more time outdoors and be near the ocean. Yogi is a Navy veteran and the proud parent of three children.
	Linda Starry, Administrative Assistant Linda started working for the Town in 2023. In her part-time role with the Town, she helps answer the phones, greet visitors, and files paperwork in addition to a variety of other tasks delegated to her.  Email Linda at lstarry@cedarpointnc.org
